Guwahati, Assam | 27 October 2026
Advocate Baijnath Basfore, Chairperson of the Assam State Commission for Safai Karamcharis, met the Hon’ble Governor of Assam at Raj Bhavan, Guwahati, to discuss the welfare, dignity and socio-economic advancement of Safai Karamcharis and their families across the state.
During the meeting, the Chairperson highlighted the importance of developing a comprehensive and periodically updated database of Safai Karamcharis, including their family members and dependents, to strengthen the implementation of government welfare schemes and ensure that eligible beneficiaries can access the support intended for them.
Emphasising the vital contribution of Safai Karamcharis to public health, sanitation and the cleanliness of communities, Basfore underscored the need for a coordinated approach to understanding their socio-economic conditions, employment status, educational requirements, health and safety concerns, housing needs and access to social security.

He highlighted that a systematic statewide survey could help the concerned authorities identify gaps in welfare delivery, improve inter-departmental coordination and facilitate better access to eligible benefits, educational assistance, skill development, livelihood opportunities and other support measures for workers and their families.
“The welfare of Safai Karamcharis must extend beyond recognition of their essential service. It must also encompass the dignity, security and future of their families. Reliable data can help the administration identify their needs and ensure that eligible beneficiaries are not left out of welfare initiatives.”
The proposed initiative seeks to establish a stronger foundation for evidence-based planning and more responsive welfare administration. The survey and database would be developed in accordance with applicable government procedures, administrative approvals and data-protection requirements.
The Chairperson sought the Hon’ble Governor’s guidance and support in facilitating appropriate consideration of the proposal by the concerned government departments and authorities.
The meeting underscored the importance of sustained institutional attention to the welfare of Safai Karamcharis, whose contribution remains fundamental to cleaner and healthier communities. Strengthening access to welfare, education, skills and livelihood opportunities for these workers and their families can contribute meaningfully to a more inclusive and equitable Assam.
